Resumo

Este artigo aborda o processo de decisão no contexto da análise de projetos de investimento, repensando o contraste tradicional entre uma abordagem, racional e analítica e, por outro lado, uma abordagem de natureza emocional. O que está em causa são os limites de uma abordagem puramente racional no processo de decisão, como é demonstrado pela leitura crítica da investigação recente sobre este tópico. Um estudo de caso, baseado num projeto levado a cabo no contexto de uma multinacional ilustra e analisa a conjugação de fatores racionais e emocionais na decisão sobre importantes investimentos.

Within the growing literature on the Europeanisation of national foreign policies of European Union (EU) member states, the case of Portugal has been almost absent. Yet despite its small size and intermediate level of development, Portugal has had relatively extensive international relations rooted in its long and rich national history. This article explores the impact of EU membership on Portuguese foreign policy by focusing attention on relations with Mozambique. Mozambique is one of Portugal’s largest former colonies in Sub-Saharan Africa, a sub-region where the EU has had long-lasting relations. Based on original fieldwork, the findings of this longitudinal assessment point to significant national adaptation, but also highlight Lisbon’s important efforts to project its priorities at the EU level and preserve some freedom of manoeuvre. This study adds to the literature on Portuguese foreign policy and corroborates the usefulness of the Europeanisation concept for exploring the European dynamics that influence national foreign policies. The results may also prove illuminating for other studies on smaller EU member states and Europe-Africa relations.

In view of the coming debates at the European Council about industrial policy, with a culminating point at the February 2014 Council, Belgium wishes to put forward some ideas and proposals aiming at consolidating a shared, strong, ambitious and proactive Industrial policy in Europe as a core piece of the EU recovery strategy. Belgium is available to engage in a thorough discussion and collaboration with EU institutions and other Member States and Regional authorities to build further on those ideas and put in place and implement an ambitious agenda for reindustrialization of EU economy.
